Age based reservation in Indian politics (Satire)

Ganguly is out of the one day team. I suppose a golden duck is enough to throw him out of the reckoning, though age and agility have been touted as the underlying reasons. I wish we were as strict with the non-performers in the government offices. I wish we followed the policy of sacking politicians on age and non-performance basis. There is no fool proof method of ensuring that senile leaders don't win election. In a country where we use the excuse of age to let the batsman in best form and other two with their proven record sit out in a series against Australia, it is too incredible to see bare chested forty plus, Shah Rukh Khan being accepted in role of twenty year olds, and an even older Rajnikant gross billions as young and dashing protagonist in Sivaji. Yet I am here not to praise the aged, but bury them.

In a country where we have reservation for everything, including communities that together constitute the majority of population, it is disheartening to see the minority -- old people -- are ruling the nation. While people above the age of 65 constitute only 5% of Indian population, they hold most of the offices of value, including ministries and the presidency. The 33% people, all below the age of 15, are totally unrepresented. Their daddies and mummies (who are fighting against >65 saasus or mothers-in-law) are also under-represented. I suppose and propose age based reservation to get rid of the bias. The lack of age base equality has lead to gross miscalculation of India's needs and priorities by a minority, age-old political community. No wonder they harp about things that ended with fall of Berlin Wall or crumbling of Russian Empire. No wonder they still think of subsidies in government ration shops and caste-based reservation as the only viable means of making a large section of people happy. Wake up! The share of government as an employer of value has dwindled to the degree that was unimaginable twenty years ago. (I guess they woke up to that possibility, so the brand new education and industrial policy wants to impose caste-based affirmative action everywhere).

We need young leaders. Nearly half of India in 2015 will comprise of people who were born and grew up after the onset of globalization. Nearly half of the Indians by 2015 will have no connection or sentimental attachment to Gandhi family and so candidature of Rahul Gandhi and policies of Congress party that revolve around him are doomed. Nearly half of the country would have no recollection of the fall of Babri Masjid or Advani's Rath Yatra and so BJP needs to reinvent itself. Nearly half of the country would have grown up with hundreds of channels to choose from (including MTV and Fashion TV), will have no televised Ramayana or Mahabharata serials in their memory, and with Tendulkar as their only cricket icon since their birth. The country's morals and regional values would have plummeted beyond recognition. Most of the working class in next decade will comprise of people who would have no recollection of waiting lines for telephones, cars, scooters and so on that existed in pre-globalization era. Most educated ones will lack capacity to read and write well in their local, ancestral languages, and most would have no recollection of wars with Pakistan, China or riots/blasts in Mumbai. Many would have studied from politically correct bland textbooks and many would have dropped out after high school for high paying BPO night shifts. Many would have grown up in nuclear families, many without siblings and too many with digitized dreams. Most wouldn't know of the Emergency, the lack of Coca Cola for over a decade, the militancy in Panjab and that Pandits ever lived in Kashmir. To give them representation, to give them a voice, to address their concerns and needs requires a fresh breed of leaders, that can be nourished only by age based reservation.

For centuries people of young age have been kept under the rule of old people. Old people have always had a position of privilige that they have ever used in promoting more old people. Old age is hereditary. The improvement in health services has only increased the potency of old age. Viagra is perhaps responsible for many old leaders continuing to rule even after their retirement age is past due. Even where the father has been minister or politician for thirty to forty years (intermittently at times), the children have to wait till they reach necessary old age to become leaders. The injustice that has continued for centuries must be addressed in a fashion similar to how caste based divisions have been repressed (or was it re-stressed) by reservation. It is high time that the young ones in India launch a struggle to disband the tribe of the minority old people who are occupying the positions of worth. The time has come for the young to truly snatch what is rightfully theirs. In the democracy the majority must rule, and by reservation, we ensure just that. So be it the realm of caste or age, we must follow the policy of affirmative action. The under-represented, under-valued youth in India needs empowerment.

The youth need their rightful say in the governance and decision making. We must re-prescribe the Hindu tradition of Vanaprastha (leaving material life for life in forests) for old people. This will force new blood in the political world of India, and simultaneously increase the number of people leading pious and religious life in the country. Well, for the benefits of Vanaprastha and Sanyasa (total giving up of worldliness), I will ask you to refer to Vedas, Upanishads or maybe their German translations that have been subsequently translated into titles like "Hinduism for Dummies" (or will be translated into such titles). This is no time to let the old lurk as rulers and hurdles in the progress of the majority, the vibrant, the young in India. An age based reservation in politics is the need of the hour.

Himachal Pradesh Panchayat System: Is 50% reservation for women appropriate?

देश और प्रदेश में प्रगति के गीत गए जा रहे हैं. महिलाओं को अधिकार, शिक्षा और सम्मान देने की बात की जा रही है. न्याय और समानता का उपदेश फैलाया जा रहा है. इस बीच ख़बर आती है की महिलाओं को आरक्षण के जरिये पंच प्रधान बनाया जाएगा. यह उनको ताकत और अधिकार देने का माध्यम बनेगा. बात में कितनी सच्चाई है पर गौर फरमाना ज़रूरी है. यह सोचना ज़रूरी है की क्या आरक्षण एक मात्र रास्ता है, या सरकार की वोट रणनीति और अपनी जिम्मेदारियों से निजात पाने का आसान तरीका है? यह सवाल ज़रूरी है की हमारे प्रदेश को अच्छे पंच प्रधान चाहिए या लिंग, जाती या भेदभाव गणित से चुने बुने, असक्षम नेता? क्या आरक्षण के जरिये हम सही नेतृत्व को ढूँढ पाएंगे? क्या हमारे देश प्रदेश की प्रगति का यह एकमात्र और सर्वोत्तम रास्ता है?

मैंने बहुत गांव देखे है, उनमें रहा हूँ, रीती रिवाजों को जानता हूँ, और सामाजिक परिस्थितियों से पूरंतः वाकिफ हूँ. इसलिए जो बात कहने जा रहा हूँ, उसको एक शहरी या प्रवासी की बात कह कर उन्देखा न कीजियेगा. बल्कि यह ध्यान में रखियेगा की जो कह रहा हूँ उसको देश विदेश में देख भाल कर, सोच समझ के कह रहा हूँ. औरतों को अधिकार देना और चुनाव में आरक्षण देना दो अलग चीज़ें हैं. उपरी नज़रिये से देखा जाए तो प्रस्ताव बहुत ही अच्छा मालूम होता है. पर देखना यह है की ऐसा क्यों किया जा रहा है, और इसका हमारे समाज और समय पर कैसा प्रभाव पड़ेगा? प्रजातंत्र में सही फ़ैसला लेना बहुत ज़रूरी होता है, उसका दतिव्य हम अपने चुनिंदा नेताओं को देते है. हर ऐसे फैसले का, जिससे हमारी ज़िंदगी पर गहरा प्रभाव पड़े को पूरी गंभीरता से देखना परखना चाहिए. अब मैं जो भी कहूँगा, इसी सोच, इसी उम्मीद से कहूँगा, कि आप मेरी बात पर गौर करेंगे, और सरकार भी सही निर्णय लेगी.

३३% आरक्षण से हिमाचल कि महिलों ने क्या हासिल किया? जिनके पति पंच थे, ज़्यादातर वह महिलाएँ अब पंच है. मैंने जाना है कि या फ़िर वह औरतें चुनाव लड़ती हैं, जिनका बिना आरक्षण के चुने जाने या चुनाव लड़ने का सवाल ही पैदा नहीं होता. उनमें से कितनी औरतें अपने गांव समाज के लिए हितकारी साबित होती हैं? आम तौर पर हिमाचली महिलाएँ बहुत ही सीधी साधी, कम बोलने वाली, पति का कहना सर्वोपर्री मानने वाली मानी जाती है. शिक्षा और जानकारी के हिसाब में वो देश के लगभग सभी प्रदेशों से आगे हैं. उनके पास आज के समय में कुछ भी कर गुजरने कि शक्ति और क्षमता है. पर चुनाव का उद्देश्य होता है उन लोगों को सामने लाना जो सही निर्णय लेने के साथ साथ, अपनी बात को मनवा कर, काम करवाने कि क्षमता रखते हों. चुनाव में वो आगे आते हैं, जो आम से आगे बढकर ऐसे मुकाम पर खड़े हो सकते हैं, जहाँ वो जनता कि मुश्किलों को समझ सकें, उनका हल निकाल सकें. इसमें दायित्व उसको मिलना चाहिए जो दायित्व के निर्वाह पूरी लगन से कर पाये, पूरी क्षमता से कर पाये. एक होंसला चाहिए, एक रुतबा चाहिए, एक ज़ज्बा चाहिए. उसको उभारना है, तो उभरिये ज़रूर, लेकिन उसके लिए जो तैयारी चाहिए, वो ज़रूरी है. जब तक हिमाचली महिलाएँ ख़ुद ही आगे आ कर वोट लेने और जीतने में सक्षम नहीं होंगी, आरक्षण से फ़ायदा कम, और नुकसान ज्यादा होगा.

आरक्षण दोहरी मार है. वह तैयारी से बने, उचित लोगों को उभरने नहीं देगा, और उचित और पूर्णतः तैयार महिला नेताओं (या नेत्रियों) को वो रुतबा नहीं देगा, जो उनको मिलना चाहिए. यहाँ अमेरिका में भी नारियों ने कभी ५०% तो क्या २०% आरक्षण कि मांग नहीं की, क्यूंकि जिन महिलाओं में क्षमता है, वह बिना आरक्षण के भी आगे आएँगी. हिमाचल में तो महिलाओं ने हमेशा ही चुनाव जीते हैं. हाँ वो आरक्षण की बैसाखियों से नहीं आगे आई. समय की मांग यह नहीं की जितनी औरतें है, उतने ही मंत्री संत्री महिलाएँ हों. प्रगति का मतलब यह नहीं की अगर आप अपने महिला होने की वजह से नौकरी पायें, क्यूंकि यह उतना ही ग़लत है, जितना आपको महिला होने के वजह से नौकरी का ना मिल पाना था. मानलो युद्ध लड़ना है, तो हम क्या यह सोचेंगे की ५०% महिलाएँ लाओ, २५% आरक्षण पिछड़ी जाती से, २५% फौजी किसी जनजाति से, या यह सोचेंगे कि युद्ध में विजयी होने के लिए वीरता, बाहुबल और प्रशिक्षण से ऊपर कोई ज़रूरत नहीं. जीवन युद्ध भी ऐसा ही होना चाहिए.

अधिकार दो, क्षमता दो, मौका दो. आगे आने का, और अपनी काबलियत दिखाने का. पर भिक्षा नहीं. जनता उसी कि बात सुनती है, जो उसको लगता है अपने स्थान पर नैतिक है, अपनी कुर्सी के काबिल है, और जनता का आदर उसने अपने कर्मों से पाया है. ज्यूँ लड़की होने का लड़की को दोष नहीं देना चाहिए, उसके आगे बढपाने में रोक नहीं होनी चाहिए, उसी तरह सिर्फ़ लड़की है, प्रधान बना दो की प्रथा नहीं होनी चाहिए. एक बराबर हक़ नहीं है यह. मौका सबको दो, लेकिन इनाम उसको दो, जो दौड़ में प्रथम आए. या फ़िर, यह क्यों नहीं करती सरकार कि दोबारा चुनाव करवाए, और इस बार आधी ऍम एल ऐ के लिए उमीद्वार महिलाएँ हो? धूमल साहिब का राज पुरुषों का राज है, वो अब किसी महिला को मुख्य मंत्री क्यों नहीं बना देते? पर ऐसा करने का मैं विरोध करूँगा, क्यूंकि मैं जानता हूँ की धूमल जी एक सुलझे हुए, और तजुर्बेकार नेता हैं. ताजुब है कि वो महिला आरक्षण जैसे मुद्दे उठा रहे है, जबकि ३३% आरक्षण से हुए फैदे नुकसान का कोई ज़ईज़ा नहीं ले रहा? क्या उन के पास मुद्दों कि कमी है? पर अगर वो कदम बिना सोच के उठाते रहेंगे तो चोट और मोच दोनों लगेंगी.

उम्मीद दो, उम्मीदवार दो, राजनीती में भाग लेने का प्रोत्साहन दो. जो जीत के आती हैं, उनमें से चुन कर महिलाओं को प्रधान बनाओ, मंत्री बनाओ. सिर्फ़ इसलिए कि कोई पैदाइशी महिला है न उसको रोको न मुफ्त में मंत्रालय दो, नौकरी दो. बिना पूरी महनेत के बिना मिली वस्तु का न कोई मूल्य पहचान सकता है, न उसका सदुपयोग कर सकता है. पहाड़ी में एक कहावत है "होछे जो मिलया गोछा तिने पडेरी ने छेक्या" और बिना सोचे समझे पद बांटने से तो भइया नुकसान ही होगा. महिलाएँ न तो पिछड़ी जाती कि है, न पिछड़ी जनजाति कि, और न ही उनकी अमीरी गरीबी उनके परिवारों से भिन्न है. उनको सब सहूलियतें है, सो अगर कोई आगे बढना चाहे, तो उसको पूरी पूरी सहायता दो. एक उत्साह जगाओ. बदलाव कि नींव डालो. अधिकार दो, क्षमता दो, मौका दो. आगे आने का, और अपनी काबलियत दिखाने का. पर भिक्षा नहीं.

Googlies: Ponting, Monkey Business and Australian Bullies turn Cry-babies

To fault Harbajan for calling only Symonds as monkey is understandable. He should have called the whole cricket team as a team of monkeys. I am sure after this Test match any self-respecting Monkey would take offense at its being compared to an Australian cricketer.

In the rhetoric of absurds, Ponting looked like a bully turned into a cry-baby at the first sign of resistance. He clearly grounded the catch that he claims upon his integrity as "taken". The way he convinced the umpire that Ganguly was out was an incredible scene in itself. The list of Australian sledging, misdemeanor and misbehavior runs long, and foul way has become a habit. In this game, it reached it heights on day one itself, and as the game progressed the extent of malice became enormous. There is televised evidence of how he lied, lied, lied and cheated to win. And yet after all this, his claiming integrity is like a woman with half a dozen babies calling herself a virgin.

Clarke did not budge after a neat edge was cleanly taken. It was as if the match was fixed and the umpires and the third umpire were bought out by the Australians. Yet the way Australians celebrated after the match and all the comments made by their teammates seemed to come from Pirates who had just robbed the ship, raped all the women and were dancing around the loot. There is only one way to deal with buccaneers, and that is to hang them (at least figuratively). I always had scant regard for Ponting as a person, and now I think he will go down in history as a disgrace. So will this test match. The very fact that Symonds was the Man of the Match tells you that it was all Monkey Business.
